Texas Attorney General Ken Paxton delivered a win for Texas families in the U.S. Court of Appeals for the Fifth Circuit by defending law enacted by the state legislature that requires app stores to verify a user’s age and give parents greater control before downloading apps on their devices.
The Texas Legislature passed Senate Bill 2420 and was signed by Governor Greg Abbott on May 27, 2025. After being blocked by a federal district judge in December, AG Paxton appealed and won.
Texas law now requires owners of app stores like Apple and Google to verify age before an individual can download an app. Accounts belonging to minors must get approval from a parent or guardian before download.
This further strengthens parental guidance in their child’s online usage, and gives families the opportunity to make informed decisions about the content they allow their children to access.
